New deputy to MCoE CG assumes post

Donald M. Sando was promoted here April 22 to deputy to the commanding general, Senior Executive Service level 2.

In addition to his new responsibilities as the commanding general's deputy, he will also continue to serve as the Maneuver Center of Excellence's director of Capabilities Development and Integration Directorate.

Sando has served the Army since his graduation from the United States Military Academy at West Point, N.Y. in 1981. He retired from the Army in 2008.His last assignment while on active duty was as the Training and Doctrine Command system manager for Stryker and Bradley systems here.

CDID oversees the development of new concepts, doctrine, training and equipment for the MCoE to include divisions analyzing developments in optics, small arms, robotics, mortars and vehicles, as well as the Maneuver Battle Lab. CDID also manages TRADOC Capability Managers for Soldier requirements, Infantry, Stryker, Reconnaissance and Armored Brigade Combat Teams.

As an SES level 2, he is now the civilian equivalent of a major general. The SES was established by the Civil Service Reform Act of 1978. It is made up of civilian employees forming a cadre of highly competent senior executives with solid executive expertise, public service values, and a broad perspective of government.

He is married to the former Julia Willcox Lumpkin of Columbus.
